Is A Purple Patch On Eyelid A Cause For Concern?

I noticed a sudden, quarter sized purple patch under my husband s right eyelid. It was also very puffy. Should we be worried about this. It looks like a black eye. Does a ruptured blood vessel in under eye area mean that this could also happen inside the brain?
