Is A Recurring White Lump On The Penis Shaft Due To Circumcision?

Since I was a teen, I have had some kind of removable foreign body on the shaft of my penis. I am able to remove it by pinching the skin together like I am expressing a pimple. When I remove it in this way, it stays gone for a while, not sure of length of time, but does indeed return. It is usually white/ translucent in color, very small and not at painful, I just usually feel it while erect. Have you heard of something like this, as a result of circumcision perhaps?
