Is Cortisone Shot Safe For Disks In My Neck?

my question is,i have 3 disks in my neck that have no fluid in them and 2 more that are loosing it. the doctor wants to give me a cortizone shot and says it will last for at least a year. i would rather have surgery to fuse them together because i am always in pain. which would you prefer? and which is safer?
