Hello welcome to 'Ask A Doctor' service.
I have reviewed your query and here is my advise.

Nursing homes are required to have a staff physician.
This would be the first physician to meet with to get more details about your brother's treatment. I recommend writing down a list of questions you will have ready to ask the doctor. Think about the questions you wish to ask and make the list over several days. Make an appointment to sit down with this physician in his/her office at the nursing home or, if necessary, his/her office in the community. Do not accept a brief encounter while standing at the nurse's station. Who has been giving him medical care before this most recent seizure? Is he followed by a neurologist? Discuss your brother's care with a physician who has known him for a long time. Placing a patient who is having a seizure that is difficult to stop in a coma is not an unusual procedure and is safe when done by experienced doctors in a hospital. I know you want the best for your brother. Please approach your rightful desire to get more information about his treatment by being calm, persistent, and have a smile. You will have a better chance of getting the information you will need to be his advocate and have rapport with the medical staff.

Hope I have answered your question.
Let me know if I can assist you further.
