I have been useing patrolium jelly on my lips, due to the winter season, just an hour ago I looked up uses for the jelly because I was curious what all I could use it for. Upon looking this up I found some rather dusturbing claims instead, claims that using jelly is harmful. I have not found any straightforward answers.

Petroleum jelly if is bland and without fragrance then is totally safe to be applied on any of the area including lips.
Basically it tis due to fragrance in all the cosmetic products including Petroleum jelly also which causes irritation or any contact allergy or related symptoms.
So do not worry about the application of Petroleum jelly as is quite safe if not containing high amount of fragrance in it.
I can understand your concern regarding some reports regarding petrolatum and cancer caused by some impurities like polycyclic aromatic hydrocarbons. however, cosmetic ranges containing petrolatum are rarely contaminated. According to me, it is very safe to apply petroleum jelly on lips and other body areas. It is one of the most cheapest, safest, effective agent for healing and lubrication purpose.
