I'm not sure if I have a 28 or 30 days cycle. I start my cycle between 27 or 29 of each month but my cycle starts for the next month. For example If I start on the 28 of January that's my menstrual cycle for February, and my cycles is like that. I'm not sure if bad or good.

Menstrual cycle duration varies from one female to another. Average duration of menstrual cycle is 21 days to 35 days. As you are getting periods between 28 to 30 days it is normal. Nothing to worry.
