Is Pregnancy Possible Through Non-penetrative Sexual Activity?

My girlfriend and I had a bit of play on 26th sept, I rubbed my penid over her vagina but I am sure there was no semen, but am not sure of the precum, he has got her period on 16th october and she got period now on 23rd of nov, but not heavy, almost 70% less than usual, is there any chance of getting pregnant?

I understand your concern.
Although pre-ejaculatory fluid contains motile sperms, pregnancy by its contact with vagina externally is a remote possibility.
Since your partner has got her periods after the act, it states that she isn't pregnant.
