Is Shingles Contagious And What Are The Consequences Of Rash Near Vagina?

My mom had the shingles vaccine two years ago and was just diagnose with shingles. Although she does not have the blisters, pain etc. is she still contagious? She have a rash on her lower back and in her vagina. Will it get any worst? Her doctor gave a cream to put on the rash and a tablet to take. What else should we expect will happen.
