Is The Sensitive Fluffier Part Of Penis Due To Circumcision?

Hi, I have a circumcised penis. The part between the head and where the original stitches were, one side is very sensitive whereas the other side isn t sensitive at all. The sensitive side is a bit fluffier and the other is flat and tight. Is this due to bad circumcision? Thanks
