I've Been On Celebrex 200 Mg For Years. My Current

I've been on Celebrex 200 mg for years. My current doctor reduced the dosage and advised that I initially take 100 mg BID and wean off completely and only use the 100mg caps for PRN use. Now I'm 69 years old and have severe arthritis, fairly crippling... She won't listen to me, I don't ask for serious pain meds but even the literature on Celebrex advises that it may take two weeks before you notice pain reflief effects of the drug, so WHY on earth would she advise PRN use??? Seriously how INEFFECTIVE can an 'occasional' use be? I have been in CHRONIC pain for almost a decade. How is it possible this drug is considered a PRN medication??
