My 15 Month Old Is Complaining More And More About

My 15 month old is complaining more and more about her head. She seems grumpier on those days so I have been assuming it's headaches. A little Tylenol and she's fine. Lately I've noticed her complaining about noise too. She covers her ears and says "No!" or "No hear it!" as in she wants us to make it stop. Today they were replacing our road and she complained and was fussy the entire day about it. It really wasn't even that loud indoors. Could this all be related? She has no other medical issues except some swollen nasal passages the pedi thinks might be due to allergies. She always sounds stopped up and has always had a very high pitched cry/laugh/voice. Should I take her back to pedi over hearing? ENT?
