My 69 Year Old Husband Is Constantly Getting Upper Respiratory

My 69 year old husband is constantly getting upper respiratory infections, which begin as nasal/sinus congestion and almost immediately infect the bronchial tubes and sometimes quickly becomes pneumonia
His ENT MD thinks it's allergies, but to common things such as mold; He has him taking allergy shots every week. He also has determined he has a deviated septum, but doesn't think surgery will help. All of this, yet he continues to get ill every couple of months. Each time he is quite ill-terrible cough, congestion, etc which can last for weeks. I'm worried that it's an immune problem or something else in his system. Any suggestions?
