My Father Is 78 Years Old.Recently He Is Not Sleeping

My Father is 78 Years old.Recently he is not sleeping continously for 2 days & speaking continously irrelevant .He is a high BP patient but no diabetes.He is taking dose for High BP for last 15 years.Recently we approached neurologist & he suggested us to take few tests(EEG/MRI& Blood Test).
MRI Results are displayed below
     Gliosis -Suggestive of chronic infarct seen in left frontoparietal cortex.

     Fazekas grade III white matter changes.

     Age related cerebral and cerebellar atrophic changes seen in brain.

     No diffusion restriction or acute infarct seen.
Also EEG results show mild cerebellum dysfucntion .
Blood test results are ok except kidney creatine value of 2.7.
So pl advise what is the problem my father is fcaing currently & how about to go for which tretament.
