My Bothers Eyes Close As Soon As His Eyes Are

My bothers eyes close as soon as his eyes are exposed to light and he is unable to stand properly. It is as if hes tired but hes not. As soon as we took him into a dark area he was able to open his eyes and stand properly. I have no idea whats wrong with him but if he wears sunglasses in the light hes fine.
