My Chin Has Dry Flakey Skin And It's Benn A

My chin has dry flakey skin and it's Benn a problem format least two years now. The skin has turned dark and I can never seem to get rid of it. I've changed face washes and keep my face clean. All the sudden today there was a clear liquid on my chin. It doesn't seem to come from one exact spot that I can tell but it's coming through the skin in a small patch. It hasn't stopped in the past twenty minutes.
