My Daughter Is 13 Months Old And For The Past

My daughter is 13 months old and for the past 4 days (gradually gotten worse) has developed a raspy/ hoarse cough. She has clear discharge, no fever... She's still breastfeed and that has been her preference since she fell "Iill". My question relates to whether this could be just teething ( she still doesn't have any teeth) or can it be a upper respiratory infection or even croup... If there's no fever?
