My Just Turning 13 Year Old Son Has A Temperature

My just turning 13 year old son has a temperature of 96.8 degrees, taken for 7 days morning and evening to get an average of the 96.8. Can I assume if he runs a temp at 98.6, would that be considered a 'fever' as with someone who has normal temp of 98.6 and then reads at 100.4?
