My Mother Is 91 Years Old And As Might Be

My mother is 91 years old and as might be expected she has some heart related issues. She is otherwise very healthy and active (goes for a daily walk, etc.). Today when she showered she noticed that her big toe on her right foot appears to be black and blue. She doesn't remember stubbing her toe however. It does not hurt and she has feeling in her toe. Could this be a circulatory problem? It has come on very suddenly.
