My Uncle Aged 86 Years Lives Alone And Is Very

My uncle aged 86 years lives alone and is very I dependant. He is in warfarin follow cardiac surgery and has a pace maker. He was sent into hosp by his GP to have a small cancerous lesion removed from his ear.
The lesion has been bleeding uncontrollably for some time.
The surgeon was shocked the the GP expected him to deal with the lesion as he had no way of controlling / stemming blood loss.

My uncle has been unable to get an appointment at surgery and is now feeling weak, unwell and de motivated to try and get an appointment.
I think he may be anaemic but altho have contacted the surgery - As yet I have been unable to speak to a GP.
Where can I go for help?
