My Wife Is Having Severe Muscle Cramps In Her Shoulders

My wife is having severe muscle cramps in her shoulders just below the neck line. We tried the TENS UNIT regularly but she only has has short term relief. Her doctor has said that should she not have relief with PE, then maybe she needs shots in her neck.
Any suggestions?
