Hello,
It is my privilege to help you,
I have gone through your grandsons history.
It may be small localized blister on the penis due to the infection. As he is not having any signs of infection you can observe the blister for some time.
If it continue to persist I would advise you take your grandson to a urologist for treatment.
Thank you
