I hear your query & albeit a photograph of the region would be appreciated, based on your history, your mum s age & very clear description, Yes...this certainly appears to be Herpes Zoster or Shingles. The shot or vaccination does confer some advantages such as the rash may have been worse had it not been for that injection...but i am sorry i have many patients over the years who have come to me with both chicken pox (varicella) & shingles after taking the so called protective vaccination. Please take her across to a dermatologist or palliative care specialist nearest you at the earliest & give her symptomatic relief with anti-inflammatory pain killers depending on her tolerance, other medications, medical conditions etc factored in.
