Red Blisters, Crusty And Clear Up. Is It Discoid Exma Or Impetigo?

my 18 month old has a blistery legion about the size of a twenty cent piece that comes up red then blisters it goes crusty and clears up. but it leaves a pink scar that takes ages to disappear. then it starts all over again. a pediatrician thinks it is discoid exma or impetigo? but nothing we have read sounds like this.
