Pediatrician 's  Response
Hi
You haven't mentioned your child's age. The rash described by you could be an allergic reaction or a viral exanthema. In young infants oral thrush and drooling may also lead to this kind of rash around the lips and on the neck. It is better to consult a pediatrician as without having a look at your baby I can't advise you any further.

Best of luck.
