Red Rash On Legs Above Ankle, Prism Effect In Vision. Help

Yesterday I woke up with a red rash looking circle just above the ankle on both legs. There is no 'raising' of the skin. Today I experienced a 'prism' effect in my vision which did not go away when closing my eyes; entering a dark room did not help, as well as rinsing my eyes with water - it continued for appoximately 20 minutes then went away as quickly as it came. The skin /circle around my ankles continues.

Hi, it appears to be the fungal infection, and the vision problem is inexplicable, and it might be a hallucination.
For fungal infection i to my patients prescribe, grisofulvin B.D.and a combination of steroid, antibiotic and antifungal ointment.
