Should I Be Concerned About Burning And Tingling Brown Spot On Shoulder?

I have a flat light brown spot (looks like a birthmark, but it s new) on my upper left shoulder/back. It burns and tingles...used to be occasionally but now almost all the time... should I be concerned? it s very annoying - feels like something is crawling under my skin.
