Should MRI Scan Taken Two Years Back Be Compared To The Latest Report Before Further Prognosis?

Hello in 2013 I had a TIA and feel I have had several more since then. I had an MRI in 2015 that reports: Impression: White matter disease which could indicate chronic small vessel ischemic change, though would correlate for possible demyelinating disease Recent (10/2017) MRI reports: Impression: Subcortical and periventricular white matter T2 hyperintense foci , while non-specific, likely represents sequel of chronic small vessel ischemia. the 2015 MRI was NOT compared to the new MRI. I am 60 y/o female with diabetes, CAD, HBP and several other conditions. What do these MRIs mean? Should the second one have been compared to the first? Thank you
