This appears to be a prepatellar bursitis. It is a collection of inflammatory fluid in a sac on top of the knee. It is normal after trauma, and as long as the knee is stable to walk on then the injury is likely to be just a contusion (bone bruise of the knee cap). The numbness and tingling is just nerve irritation, and it should be temporary. Overall it does not sound serious.
