Small Child, Itching, Redness Under Heel, Blister Like Bumps Under Foot. Using Cortaid. Cure?

My daughter is 28 months old and has itchy red area on her feet . On the one foot it is on the bottom of heel on the other area is on the side of bottom of foot. She has really been complaining of itching. I am putting cortaid on it but still looks the same after 3 days. There are very tiny little blistery looking bumps on the heel the other has what looks like may have been a bite or something

It is possible that she has hand foot and mouth disease. This is a viral illness that most commonly occurs in children, it results in lesions (water bump like lesions) ocurring on the hands, feet or mouth. They tend to itch.
Treatment is usually symptomatic- treat the itching and use a numbing agent to reduce the discomfort that can occur if they are lesions in the mouth.

It is potentially contagious.

It may be best to take her to the doctor to have her examined to determine whether this is the cause or if there is another source of the rash.
