Small Clear Bumps Developed Under Skin On Hands, Became Swollen With Clear Bumps. Took Steroid Shot. Solution ?

I have developed small clear bumps under my skin on my hands. Started on left ring finger..which ended up becoming swollen & clear bumps came to surface and skin is dry & rough. Went to Dr. and they said it was my sweat glands...gave me steroid shot & steroid ointment to apply. Problem is...since starting ointment it has gotten worse!! It is now on BOTH hands. It had been isolated to my left ringer finger for months...not anymore.
