I have a rash on my face...small localized spots, they don't really hurt or even itch much, but I can feel them kind of a tingle or burning sensation. no blisters I think...but it has not gone away for 2 weeks and I now have a few new spots. Is this shingles? herpes? I saw a PA and was told it was some type of dermatitis. But after applying some steroid cream it healed some and has now come back.

I suspect it to be a herpes infection. Because herpes infection usually recurs in few months to years after previous or initial infection.
Herpes virus get dormant in the nerves of the affected areas. Again it get flared, once there is decrease in immunity, stress, Infections, Fever etc.
Please always avoid steroids for this illness. It may increase the frequency of infection by suppressing the immunity. I used to prescribe Acyclovir ointment and tablets for my patients coming with Herpes infection.
There is no permanent cure for Herpes infection. But by building up immunity and proper hygienic lifestyle, we completely keep it in a control.
