I have these spots on top and bottom of my feet. The ones on the bottom are less and smaller with no pain. The ones on top of my feet tend to flare up that looks reddish or purple in color. when they go away they leave a dark discoloration with a dry skin ring around them

It is too early to reach to conclusive point of exact diagnosis of the red dots. It can be due to simple dryness or due to some contact allergens also. The best part of your thing is to observe and wait.
Till that time do not pinch, pop or scratch the area. Keep the area dry and wear cotton clothes. Change the clothes two time a day. Do not get exposed to extremes of environment and protect yourself from heat and humidity.
I suggest you to apply bland moisturizing cream for 4-5 time stop keep it moisturized. Take antihistamine such as loratadine or cetrizine if itching is present. Do not apply any mixed cream or mixed ointments as it causes further aggravation of the problem.
