Suggest Best Treatment To Cure Paralysis

My Brother is 38 years old and is suffering from paralysis for more then 4 years now.It has effected his left leg and arm. Over the years there is a gradual improvement in his leg movement but no control on the arm. He can walk slow and talk normal. but his arm still does not move. We have gone through every possible ways to get a complete recovery that includes acupuncture, physiotherapy, auyurveda, brain scan etc.. . He is now getting frustrated.My questions are: How much time will it take for him to recover fully and what kind of treatment works best.
