General Surgeon 's  Response
Hello,

There can be various clinical disorders presenting with dark skin around neck, underarms and chest at the age of 17 as:
- Diabetes
- Disorders of melanin pigmentation
- Side effects of certain drugs
- Endocrinopathies
- Auto immune disorders
- Metabolic derangements
- Oncology co relation

However, the skin biopsy is the ultimate answer for the final diagnosis and if the same has been taken during your examination by doctor.

Hope I have answered your question. Let me know if I can assist you further.
