my penis has lost its streching capability. Its has cuts on the upper skin and i cant able open it .It pains a lot and also a burning sensation in urination too and my pennis size is also small. cut on pennis tip and swelling of inner joint of glans pennis

Cuts on penis are serious issue and this should be evalueted. You need to do std testing and urine analysis since it may be sign of siphilis or herpes infection.Also, there may be urinary infection as well. this should not be treated at home and antibiotics may be required. You need to apply mild steroid cream till the diagnosis is established and avoid sexual intercourse.
