Many tiny black dots have appeared around my genital area, only in the places where hair grows on the lower abdomen and scrotum. There are no dots on the penis itself or anywhere where there is no hair.

Hello, according to what you describe, these black dots could be comedones, these appear due to fat and dead cells accumulation in the pilosebaceous follicle (Where the hair grows). You can use a mild exfoliating cream, apply it two times a week while you take a shower, this can eliminate some. If they persist go to a dermatologist so he/she can extract them, don't try to do it by yourself because you can cause inflammation.
