as you are a diabetic and you are very much vulnerable to infections.
as your complain of white discharge seems to some infection in your penis. you need medical attention like antibiotics. white pus and blister on penis indicates uncontrolled diabetes . first ensure whether your blood sugar is within control.
how ever i advise you apply tumeric powder in the affected area. because turmeric is a good antiseptic.
