Bumps can be a few things. As you point out, they can be small skin infections. If pus comes out, it is most likely an
abscess due to a bacterial infection. Abscesses tend to be warm, red, and painful.
Another possibility is "sebaceous cysts" (sometimes called epidermoid cysts). These cysts are filled with oil, and other things. When they leak, it is more like toothpaste that comes out and thicker than pus. These lumps are generally not warm, red, or painful and the color of skin.
Sometimes, sebaceous cysts can get infected. So, you can have an abscess and a sebaceous cyst at the same spot.
Larger lumps that don't have distinct borders can be
lipomas (benign tumors of fat). They are soft, mostly flat, and painless.
Lymph nodes can also be bumps under the skin. They are not usually found on the inner thigh though. Lymph nodes can swell if there is an infection,
rash, or anything triggering your immune system.
They are the same color as the skin, and sometimes can be painful or painless.
If the bumps are small, painless, and not red, they are most likely sebaceous cysts. These may swell and sometimes discharge toothpaste-like fluid. They are not dangerous, but they can sometimes get infected.
