Suggest Treatment For Bursitis

I ve had bursitis (both shoulders) for several years that required cortisone injections. For the past 6-7 months it s daily pain in both shoulders, radiating down my arms at times and unable to lay down as shoulders back is extremely painful. My pain level is an 8 usually. Is the only option surgery?

first of all exclude being radicular pain from the neck by doing MRI cervical spine.. Do MRI for both shoulders to assess the condition now ..if the diagnosis is sure can be operated via arthroscopic decompression .
