Suggest Treatment For Cerebral Dysrhythmia

my 16 year old granddaughter was diagnosed about 2 years ago with cerebral dysrhythmia. she is having symptoms of anger, making bad decisions, sexual misconduct, immaturity, learning issues. she is being treated for bipolar disorder. she and her mother have a love/hate relationship....her mother is bipolar as well. we are desperate to find help for her. she was born with Marshall syndrome which is a birth defect that has many issues so she also has low self esteem. is a neurologist a good idea? psychologist/therapy has not worked thus far. she is on several drugs.
