Your symptoms such as dry,hard skin may indicate eczema due to dryness. Eczema refers to inflammation of skin due to allergy,dryness or dehydration. I would suggest you to use moisturisers for extra dry skin along with mild steroids like hydrocortisone cream. You can use the steroid for 5 to 7 days only after which you can continue with the moisturiser alone twice or thrice a day.
