Welcome to Healthcaremagic. I will try and clear your doubts as best as I can.
You can use Telekast-L along with Eltroxin as they both do not interact with each other. I would advise you to take Eltroxin with water, in the morning on an empty stomach, do not eat anything or take any other medicines or drink any tea/coffee for at least 45 min-1 hour after taking Eltroxin.
Hopefully your itching will stop on the Telekast-L
On a sidenote, can you tell me why did your doctor change from Telekast-L to Romilast b5?
I hope I answered your questions. If you do not need any other clarification from me, can you kindly close this discussion and rate this answer.
