Suggest Treatment For Itching, Puffiness And Irritation On The Penile Foreskin

I currently have been working in very high heat conditions and have irritated foreskin quite often even after masturbation iit would show redness and puffy and get kinda itchy... when it was happening before I was prescribed a steroid cortazone cream to help and it seemed to work calling it a fungul infection. anyhow I went back to work after some time off and it seemed to always to be somewhat kinda itchy so I began using the steroid cream almost every day for a few weeks roughly... recently tho I came home from work this Saturday and as usual I was quite itchy but this time when I pulled back my foreskin cause of itching i had 4 or 5 small water blisters...they broke open just by running my thumb over them they didn t hurt really other than the irritation of puffy skin they sat on and it wasn t accompanied by any flu like symptoms...puss...discharge ..headaches ..chills nothing at all and nothing has spread to anywhere. once the fluid was out nothing raised again and nothing oozed or scabbed. I have never seen these before and I haven t had a new sex partner in minimum 4 months and havent ever had a resemblance to this before at all.. I m also very active and not only spend alot of time in hot heat working but I spend a lot of time in the gym close to 2 hours a day sweating very much on this particular Saturday I was working in close to 40 degree weather it was unreal. my question is this ... could this be from extreme heat ? friction? over use of the steroid cream ? an allergic reaction from what im wiping off eith after masturbation? or is it likely and std ....I m lost ....please help
