Suggest Treatment For Itchy Patches On Legs And

Hello,
I have a break out on some of my fingers, both legs in patches and some parts of my forearms, all in small patches and they itch. I went to 3 different dermatologists over the period of 7 years who recommended Hydozone, Elocon, Dermovate (i believe) and Fucicort. None of these products have cleared my skin, they seem slightly healed for a day or few, then returns. Being that it's on my fingers, when i was my hands, even using light soap, it burns as my fingers get little cracks/cuts, due to the rash. Please help me, what do you recommend and what do you think this is?
