Suggest Treatment For Itchy Swollen Rashes Under The Eyes

hi, about 4 yrs ago my mother experienced a rash around her eyes with head pains and sensitive skin on her face. that happened approximately every 3 months and lasted about a week, she saw doctors who suggested it was an allergy, and my mother noticed that strawberries and spicy food did seem to trigger it. she stopped eating them. the episodes have continued but are more frequent from 2 monthly to now monthly in the last 6 months. she still has bad head pain and a rash under eyes, but also now a painful and swollen jawline, which has recently lasted for longer, as has the painful skin. the doctors appear to be mystified as to what it could be and i would appreciate your opinion as it is very worrying to see her suffering. thank you very much.
