Actually excessive pressure on the thin foreskin causes severe congestion of the blood vessels that leads to minor bleeding, frictions, edema and sometimes infection/pain!
Therefore dryness of the skin is a contributing factor! therefore try to keep some wet/lubricants there and apply ice/cold compres for temporary relief!
In summary, I suggest you to go for ice/cold compress in the region with local hygiene and take some topical antibiotics and wait for 2/3 day; if not relieved please don't forget to write to us again...
