Suggest Treatment For Post-traumatic Hearing Loss

I got slapped on my left ear thirteen years ago and lost my hearing on that side.everyone told me just to ignore it,it s gonna heal by itself.Never happened!Now all I hear are noises like you hear in a sea shell.Went to specialist and was diagonised with conductive hearing loss.I was told only solution is surgery.Is this true?will I ever recover my hearing 13 years later?

I really appreciate your concern, if this is the hearing and the cause is due to some conductive system damaged then surgery would be option, it may not be due to the slapped it is very less likely, it is better to get done the MRI if not done and go for second opinion hope this information helps.
