Suggest Treatment For Rashes On Buttocks And Armpits

I have had a fiery red rash on my buttocks and armpits for almost a year.
I have gone to dermatologists but they either say it is a fungal infection or exzema. It goes from red and burning to dry and extremely flaky. I use cortisone creams and it dries out so quickly that it flakes again. I don't know what to do. I am not overweight nor do I have any health issues.
