As per your query, you have symptoms of red bumps on the chest, neck and face area which is very common due to an allergic reaction and due to dirt and moisture get trapped by your clothing.
Need not to worry. I would suggest you keep this area clean and dry. You should avoid touching or pricking rashes. Apply ice pack on rashes 2-3 times a day. If the condition doesn't get better then consult a dermatologist for proper examination. The doctor will examine physically along with blood test and sample for the lab test. The doctor may prescribe immunosuppressants, antibiotics like clindamycin along with anti-inflammatory medications.
Hope I have answered your query. Let me know if I can assist you further.
