Suggest Treatment For Severe Ankle Pain In A Child

My 3 year old has been complaining of her ancle hurting just above the bone for the past 3 days. I saw nothing yesterday. Today i looked and there are two medium size clear fluid filled bumps right next to eachother but they are not open.. They skin is deformed on the bumps. They are hard underneath the skin, swollen and red around the area.. What could this be?
